Access will add the expression "In" and place quote marks where needed - you can do this manually if you wish. The key consideration is to balance the need for the SAS to be short-lived as previously stated with the need to ensure that the client is requesting renewal early enough to avoid disruption due to the SAS expiring prior to successful renewal.
You can manually insert the quote marks at each end of the phrase to make sure the criterion means what you intend it to.
For example, you will need to use SQL when you construct a query using the Select Layer by Attributes geoprocessing tool or when building a definition query for a layer or table.
